Rowan Harstone
Half-celestial spirit of vengeance

Rowan was born in a typical small countryside village to a human mother after a brief encounter with a celestial of Love. Raised to be proud of his heritage, his upright behavior along with his stunning good looks made him the village champion. He's a tall young man with short golden hair and a strong jaw.

He's intolerant of any wrong-doing, though, and gathered quite a few detractors among the less well-behaved city youth he tattled on in his youth, and outright stopped from mischief as he grew older. He's a thorn in the side of anyone who would break the law, even in the slightest - this obviously includes most adventuring parties.

As Rowan grew older, he became more and more intolerant of wrong-doing: it became the driving force in his life. He found the role of paladin too restrictive, too stuck on being good instead of being right. Dropping out of the order, he quickly fell in with the Church of Law (substitute an appropriate god of Law for your campaign - St. Cuthbert is a good choice), and became one of their best priests, scourging the land for law-breakers.

If someone were to be in a bar brawl and accidentally kill a man, Rowan would be on their tail. If someone were to chase a horde of goblins through a farmer's field and not pay him restitution, Rowan would quickly find them and get the money by whatever means necessary. He's obsessive and a danger to anyone not dedicated to the law. Rowan's known to use his detect chaos spells to find law-breakers, command to capture them, and a combination of inflict minor wounds spells and his dagger to force them into confession. (Note: Rowan uses his Heal skill to be able to exact intense pain with his dagger without causing serious damage.)

By this point, Rowan's completely mad, thoroughly obsessed with every letter of the law, and none of the spirit. He has become a menace to nearly everyone, not allowing for the slightest infraction, and playing judge in any town where he might travel. It's rumored he can hear and discern even the whitest lie, and feels no remorse for dragging a poor farmer to the authorities for not paying his full taxes. His methods of interrogation and torture have become more and more gruesome, as he uses his deathwatch spell to keep his subjects on the edge of death, inflicting horrible pain with his wounding dagger until they've confessed to every crime they've ever committed.
